The shoreline is a lake's 'ribbon of life'.  When damaged, it takes years to recover, the effects of each change are cumulative from one cottage to the next. Shorelines support all sorts of plant life and provide habitat for fish, nesting birds and animals and the consequences of failing to comply with development regulations and municipal zoning can be dire and costly.
